June 29,2009 The pro-charter Center for Education Reform recently gave the state an "F" for its charter law, which it ranked third-weakest among 40 states and Washington, D.C. Charter schools in Virginia must be approved by local school boards, whose members often see charters as competition for sparse local dollars. There is no appeals process.
